The European Higher Education Sector Scoreboard (EHESS) allows comparing the European higher education systems according to key indicators organised around major themes corresponding to the main EU higher education policy objectives:
- Transnational cooperation in Europe in higher education, research and innovation. This section provides key indicators to compare European higher education systems according to three dimensions:
- Transnational mobility of staff.
- Transnational mobility of students.
- Cooperation of institutions in education, research and innovation.
- Future-proof skills and cooperation with industrial ecosystems. This section provides key indicators to compare European higher education systems according to three dimensions:
- Institutional autonomy and academic freedom.
- Gender balance.
- Diversity and inclusiveness.
- EU values such as institutional autonomy and academic freedom, fostering gender balance, diversity and inclusiveness. This section provides key indicators to compare European higher education systems according to six dimensions:
- Perceived value of teaching and pedagogical innovation.
- Strengthening quality and relevance of future proof skills.
- Cooperation with industrial ecosystems.
- Promoting entrepreneurship.
- Engagement in green transition.
- Engagement in digital transition.
- International cooperation in higher education, research and innovation. This section provides key indicators to compare European higher education systems according to two dimensions:
- Global role in higher education.
- Global role in research and innovation.
- Higher education sector context indicators. This section provides key contextual indicators allowing to better compare European higher education systems according to available resources, system composition, activities and outputs.
EHESS brings together different sources of data. Data sources are specified for each indicator individually, which includes:
- Eurostat Education and Training Statistics provided by national statistical sources.
- European Tertiary Education Register (ETER) provided by national statistical sources.
- EHESO Institutional Survey collected through an EHESO higher education institutions survey.
- Erasmus+ data on mobilities, joint programs etc.
- EUROSTUDENT collected by EUROSTUDENT survey.
- EUROGRADUATE collected by EUROGRADUATE survey.
- Publication data produced by the CWTS based on OpenAlex.
- Other external sources as specified in the description of individual indicators.
The geographical coverage of the current edition of EHESS encompasses EU-27, EFTA countries (Iceland, Liechtenstein, Norway, Switzerland), the United Kingdom and some of the candidate and potential candidate countries (Bosnia and Herzegovina, Montenegro, North Macedonia, Albania, Serbia, Türkiye, Kosovo*).
The reference year for the current edition is calendar year 2022, corresponding to academic year of 2021/2022 in Eurostat. Whenever possible, time series data is available up to the year of 2015.
*This designation is without prejudice to positions on status and is in line with UNSCR 1244/1999 and the ICJ Opinion on the Kosovo Declaration of Independence.
