3.9 Start-up funding for young entrepreneurs
The Start-up program for young entrepreneurs is recognized in several different policies and initiatives both at the level of the Government and at the level of other organizational local units, as well as the Investment and Development Fund.
The goals for supporting young entrepreneurs within the MSME Development Strategy 2018-2022 refer to:
Achieving a more balanced socioeconomic development of all local self-government units and regions, based on competitiveness, innovation and employment, while the measure is recognized as a priority area of development "Competitiveness and Innovation".
Measure: Support for beginners in business - start up
One of the initiatives directly related to the support of young entrepreneurs is the "Entrepreneurship Buster" Project, which is implemented with the Institute for Entrepreneurship and Economic Development and the Union of Young Entrepreneurs. This call is intended for less developed municipalities and refers to: Andrijevica, Berene, Bijelo Polje, Cetinje, Danilovgrad, Gusinje, Kolašin, Mojkovac, Nikšić, Petnjica, Plav, Pljevlja, Plužine, Rožaje, Šavnik, Ulcinj, Žabljak.
The investment development fund provides support to young entrepreneurs through Investment loans for young people in business.
The goal of the program is to encourage the establishment and development of micro and small businesses and entrepreneurship owned by Montenegrin citizens up to and including 35 years of age.
In addition to the above, the goal is to pay special attention to young people in order to ensure a higher level of involvement in entrepreneurship and create conditions for more successful youth business. Loans are intended for investments in fixed assets - tangible assets (buildings, equipment and devices, basic herd, raising long-term crops, small inventory, etc.), intangible assets (product or service development, patents, licenses, concessions, copyrights, franchises, etc.) and current assets.
Access to information
When we talk about access to information related to the financial aspect, the Investment Development Fund provides support up to 75.00% of the value of the total investment. The loan amount intended for investment in current assets can be up to 30.00% of the total loan amount.
As part of the project "Entrepreneurship Buster", the total amount of funds that are distributed according to this Public Competition amounts to €187,500.00. The maximum amount of financial support that a young entrepreneur can receive is €7,500.00 per job created.
Within the framework of the SIA Motenegro project, through the organization of the #SpeedMatching event - the incubation Kick off, the final teams and mentors have the opportunity to get to know each other better, after which the project team of the Social Impact Award (SIA) program publishes the list of matched teams and mentors. In the final, the teams get experienced professionals with whom they have the opportunity to work in the next three months and thus improve their idea, which they will present at the final of the competition in October of the current year. In this period, the organizers of the project plan to implement various trainings through the organization of a two-day #BootCamp and one-day workshops on the topics of establishing a company, financial literacy, fundraising process, marketing and communications, public speaking, presentation skills and others. In order to make the process transparent and present ideas to a wider interested public, all final teams will create a short video in September that will be presented on the Social Impact Award (SIA).
In May and June 2022, the Union of Employers of Montenegro (UPCG), with the support of the International Labor Organization (ILO), will implement the "Young Women Entrepreneurs" project. As part of the project, an education program aimed at acquiring knowledge and skills in the field of entrepreneurship was organized for young unemployed women. This activity is implemented through the project "Activate! Integrated social protection and employment in order to accelerate progress for young people in Montenegro" financed by the United Nations Joint Fund for Sustainable Development (Joint SDG Fund) In accordance with the planned activities, UPCG will organize three cycles of training for unemployed young women, according to the ILO training package "GET Ahead". provide training and advisory support, thus helping them to more easily overcome the challenges they may face in the initial phase of business.
