3.9 Start-up funding for young entrepreneurs
Montenegro’s startup ecosystem provides a diverse and well-coordinated range of funding opportunities tailored specifically to young innovators. Combining public grant schemes, soft loans, pre‑acceleration programmes, and international award competitions, these mechanisms are implemented through national institutions, universities, innovation bodies, and European Union partnerships, forming a robust support structure for early-stage ventures.
The centerpiece of state-led startup support is the Innovation Fund of Montenegro, which has announced six 2025 public calls with a total grant allocation of approximately €2.4 million

Among these, the Early-Stage Start-Up Development Support Programme specifically targets high-potential teams aimed at validating business ideas and demonstrating market readiness through an initial prototype or minimum viable product (MVP). Eligible applicants include teams of 2–5 members or micro-enterprises registered within the last two years. Successful applicants receive:
-
Up to €30,000 in grant funding, covering up to 90% of project cost;
-
An additional €5,000 earmarked for mentoring support, paid directly to the mentor
Beneficiaries are expected to achieve outcomes such as idea validation in market conditions, demonstration of technical performance via MVPs, development of efficient business models, and preparedness for scale-up and investor funding.
For startups in later stages with research collaborating partners, the Fund’s Collaborative Grants for Innovation Programme offers €50,000 to €200,000 per project, funding up to 80% of R&D costs with a focus on TRL‑based technological development stages.

Another key instrument is the Investment and Development Fund’s Youth SME Loan Scheme, which supports entrepreneurs up to 35 years old with investment or working capital loans covering up to 75% of project cost and includes the “Entrepreneurship Buster” grant (structured as a per-job support of up to around €7,500) for MSMEs in underdeveloped areas.
Complementing national funding, Montenegro participates in the Western Balkans Enterprise Development and Innovation Facility (WB EDIF). The Enterprise Innovation Fund (ENIF) provides equity financing from €100,000 to €1.5 million to early-stage, high-growth potential startups in tech sectors expanding into EU markets.
Pre-acceleration programmes also fuel entrepreneurial momentum:
-
BoostMeUp, a state‑backed acceleration initiative led by NTP Montenegro and Tehnopolis in partnership with universities, offers business mentoring and culminates in a national pitching competition.
Montenegrin entrepreneurs can also participate in international innovation and pre-acceleration programmes:
-
EIT Jumpstarter 2025 invites teams from Montenegrin RIS-affiliated regions to pitch ideas in European-level competition, with access to up to €10,000 in funding, training, mentorship, and connection to the EIT innovation ecosystem.
-
The national Ministry of Education, Science and Innovation is offering support to join EIT Knowledge and Innovation Communities (KICs) through Horizon Europe, covering up to 80% of the membership fee (max €8,000) per partner organisation in 2025

Additional European-supported innovation opportunities include Eureka LinkUp and Interreg/EIPA project calls, which provide collaborative R&D funding and cross-border innovation partnerships between Montenegro and neighbouring countries.
Civil society supports youth startups through ecosystem initiatives such as the Union of Young Entrepreneurs of Montenegro, which offers networking, knowledge-sharing, and event-based platforms like Investor Nights and summer acceleration camps. These initiatives expand access to informal funding, mentoring, and local business ecosystems.
By 2025, Montenegro offers a rich and integrated suite of funding mechanisms for young entrepreneurs combining:
-
State grants from the Innovation Fund, offering early-stage validation support;
-
Equity and later-stage investment via regional facilities;
-
Pre-acceleration and pitching programmes offering practical exposure and funding;
-
EU and international innovation competitions and networks enabling global scaling opportunities;
-
Ecosystem-driven civil society events and peer support platforms.
This multi-dimensional approach ensures that youth-led innovation in Montenegro has access to the resources, mentorship, and financial instruments needed to move ideas from concept to impact—boosting job creation, economic modernisation, and regional competitiveness.
