General distribution of responsabilities

The Ministry of Labor and Social Welfare of Montenegro https://www.gov.me/mrs as a relevant Ministry in the Government of Montenegro is responsible for the social policy of all, including young people, through the preparation of regulations in the field of social and child protection, issuing licenses and maintaining the Register of licensed providers of social and child protection services; harmonizing domestic regulations within the framework of its jurisdiction with the legal acquis of the European Union, etc.
The functioning of day care centers, i.e. stays and the provision of services contributes to the protection, promotion and improvement of the rights of children, young people and adults with developmental disabilities, their socialization and integration into the community, education and training for greater independence in daily activities depending on the preserved abilities of the users. In addition to contributing to the integration of children into the community, the work of these institutions also led to a greater degree of social integration of the family - by including parents in the labor market and generally improving the functioning of the family.
Centers for social work https://www.csrcg.me/ decides on the Social Work Center, in accordance with the state, needs, foster and risk assessment, preparation and monitoring of individual plans of services, in the first instance on requirements for realizing rights from social and children's rights Protection, take measures, initiates and participates in court and other procedures, keeps records and takes care of the user's documentation and performs other tasks in accordance with the law.

JU Children's home "Mladost" in Bijela provides accommodation services for children without parental care and children whose development is hindered by family circumstances.
The accommodation service for children and young people with behavioral disorders is provided at the Ju Center "Ljubović" in Podgorica. 
The accommodation service for persons with intellectual and autistic spectrum disorders is provided at the Komanski Most Institution in Podgorica. 
The holiday and recreation service for children of beneficiaries of material security and children without parental care is provided at the JU "Lovćen - Bečići"
The service of family accommodation-fostering and family accommodation is provided to: children and young people, pregnant women, single parents with children up to the age of three,
Municipalities through municipal services responsible for the issue of social welfare. Non-governmental organizations that deal with the issue of social and child protection.
In accordance with the Law, the Institute for Social and Child Protection and the Inspection of Social and Child Protection were established
In order to improve the rights of the child, the Council for the Rights of the Child was formed
In order to more adequately protect children with disabilities and developmental difficulties who are without parental care, their socialization and integration into the community on the principles of equal opportunities, and in accordance with their abilities, a placement service in a small group community was established.

When it comes to users in 17 day care centers in Montenegro, out of the total number - 360, the dominant group is users - that is, children who belong to the age structure of seven to 14 years and make up 32% of the total number of users in the institutions. There is an evident increase in the number of users in day care centers compared to the previous period, during 2021, 52 more users use the services in these institutions.
The Law on Social and Child Protection stipulates the possibility that activities in the field of social and child protection, that is, certain services, can be provided by organizations, entrepreneurs, companies and natural persons, in accordance with this law.
Funds for the performance of social and child protection activities are provided in the state budget and the budgets of local self-governments, as well as through the activities of service providers.
If the municipalities are unable to provide funds for the aforementioned services, the state will participate in their financing.
The Parliament of Montenegro through the Committee for Labor, Health and Social Care https://www.skupstina.me/me/radna-tijela/odbor-za-zdravstvo-rad-i-socijalno-staranje among other things monitors; social protection and all forms of social care, and within its competences, it monitors compliance of regulations with EU props; evaluates the implementation of regulations, based on the report of the Government of Montenegro.
Non-governmental organizations through the development of licensed services for certain categories of socially vulnerable persons (persons with disabilities, LGBTQ persons, Roma and Egyptians).

Cross-sectoral cooperation

Cooperation between sectors has been developed in many ways. The Ministry of Labor and Social Welfare is, for example, institutionally related to the preparation and monitoring of the Strategy for the Development of Social and Child Protection and generally deals with social policy in Montenegro, while the Ministry of Human and Minority Rights, within its strategies, specifically monitors the social policy of vulnerable social groups Roma, Egyptians, Ashkali, persons with disabilities, minority peoples, and members of minority national communities, LGBTQ persons, women and girls, among whom are young people.

On the other hand, the Parliament of Montenegro, through committees (Committee for Labour, Health and Social Care and Committee for Human Rights), considers and monitors, among other things, social policy in Montenegro.
