3.7 Cross-Border Mobility in Employment, Entrepreneurship and Vocational Opportunities

Programmes and schemes for cross-border mobility

There are no specific top-level programs and schemes for cross-border mobility through which young people can work, train and gain entrepreneurial experience abroad. 

Information, consultations and placements are provided within the framework of the European Employment Services (EURES) for young people who are willing to start employment in another EU member state and for entrepreneurs who wish to employ cross-border staff. Exchange of job/ apprenticeship candidates and job offers is organised through the EURES portal.

Legal framework

The Employment Migration and Employment Mobility Act (Закон за трудовата миграция и трудовата мобилност) (effective from 21.05.2016, last amendment of 25 January 2023) governs the access of foreign workers to the labour market and the employment of Bulgarian citizens abroad. However, it does not contain any special regulations in terms of young workers, trainees/ apprentices and young professionals/ entrepreneurs.
