HEInnovate is a collaborative initiative launched by the European Commission (EC) and the Organisation for Economic Co-operation and Development (OECD), focused on enhancing the entrepreneurial and innovative capacities of higher education institutions (HEIs). This online self-assessment tool allows a diverse range of institutions — including universities, university colleges, and polytechnics — to evaluate their performance against a set of statements that reflect their entrepreneurial and innovative characteristics. 

By engaging with this tool, higher education institutions can identify their strengths and weaknesses, on the entrepreneurial/innovative nature of the respective institution. The self-assessment is available in all EU languages. The platform also provides instant access to results and a wealth of learning materials designed to support ongoing development in these areas.

The HEInnovate framework encompasses eight thematic areas that guide institutions through the self-assessment process. These areas cover various dimensions of entrepreneurship and innovation, allowing HEIs to prioritise actions based on their unique contexts. The initiative is not merely a benchmarking tool; instead, it serves as a diagnostic resource that encourages institutions to reflect on their current practices and explore opportunities for improvement over time.
