Your hub for data-driven STI policy analysis and advice: STIP Compass (OECD/EC)

13 January 2025

The STIP Compass serves as an important tool for policy analysis and decision-making, representing a collaborative effort between the Organisation for Economic Co-operation and Development (OECD) and the European Commission (EC). This innovative portal is designed to facilitate the ongoing monitoring and evaluation of countries' science, technology, and innovation (STI) policies.

As an important hub for policy research and guidance, the STIP Compass supports government officials, analysts, and scholars in their quest for informed decision-making. It features two primary components: an interactive dashboard that visualises data trends and a policy explorer that allows users to delve deeper into specific policy initiatives.

Within the STIP Compass, users can access comprehensive information on STI policies from approximately 50 countries, including both OECD member states and observer nations. The OECD has crafted standardised templates that underpin the descriptions and characterisations of various policy initiatives. These templates incorporate taxonomies of policy instruments alongside targeted groups, such as educational institutions, researchers, firms categorised by size, and various social groups. The platform further enriches its content by linking to open data sources, particularly relevant publications from databases from Microsoft Academic Graph, Science Direct and the RePEc EconPaper series.

The STIP Compass not only consolidates qualitative and quantitative data on national trends in STI policy but also enhances the accessibility of this information for stakeholders across different sectors. By fostering a collaborative environment for knowledge exchange among researchers, policymakers, and industry leaders, the platform aims to improve the effectiveness of STI policies globally. As a result, it plays a critical role in shaping evidence-based policymaking and promoting strategic initiatives that address contemporary challenges in science and technology.
