5.10 Current debates and reforms

In recent years, debates on raising political awareness and participation among young people in Flanders have expanded beyond formal issues such as voting age. Key discussions focus on innovative, inclusive, and meaningful ways to engage youth in democratic processes, civic life, and policy-making (see for instance the Flemish Youth and Children’s Rights Policy Plan (2025–2029) – Jeugd- en Kinderrechtenbeleidsplan)

  1. Informal and innovative forms of participation
    Young people increasingly participate through informal channels, including protests, social media campaigns, petitions, and creative initiatives. Policymakers and youth organizations are exploring how these forms of engagement can complement traditional political participation, such as voting or joining political parties. Digital tools, participatory platforms, and co-creation processes are being promoted to increase youth engagement in decision-making at local and regional levels.
  2. Political participation and social inequality
    There is growing attention to differences in political engagement across social and cultural groups. Research indicates that political interest and self-reported political competence vary according to socioeconomic background, education level, and personal circumstances. Policy debates focus on reducing these disparities and ensuring that youth participation initiatives are inclusive and representative of all young people.
  3. Participatory processes in policy-making
    Youth involvement in the development of the Flemish Youth and Children’s Rights Policy Plan (2025–2029) has sparked discussions on meaningful participation in policymaking. Emphasis is placed on co-creation rather than consultation alone, ensuring that young people’s input carries real weight in decision-making processes.
  4. Societal issues as gateways to political engagement
    Young people in Flanders are increasingly politically active on societal issues that directly affect them, including climate change, social inequality, housing, and LGBTQIA+ rights. These issues serve as entry points for broader political awareness and engagement.
