5.10 Current debates and reforms

Last update: 28 January 2026

Although there are no imminent policy developments concerning the participation of young people in Austria, the country intends to redesign its National Youth Goals by 2027 (see Chapter 1.9). To inform this process, the Federal Chancellery has commissioned a thorough analysis of the outcomes of youth participation initiatives (including the Youth Dialogue, the Austrian Youth Conferences, the National Youth Council’s Inclusion Council, the TOPSY Youth Dialogue and the European Youth Goals) to ensure that the perspectives of young people inform the renewed Youth Goals from the outset (Ergebnisse von jugendpolitischen Beteiligungsprozessen – Forderungen junger Menschen). The analysis conducted by the Centre of Competence for Nonprofit Organisations and Social Impact, identified key themes in Cluster 7: Democracy, the EU & Participation. Young people are calling for stronger institutionalised participation, such as the introduction of mandatory youth councils and youth quotas in political bodies, as well as better representation, equal resources and recognition of voluntary engagement. They also emphasise the need for early and continuous democratic education, greater transparency and accountability in participation processes, and open, regular dialogue between young people and policymakers to build trust and ensure meaningful involvement.
