Forthcoming policy developments
A key upcoming framework is the National Implementation Plan of the Child Guarantee, approved in November 2022, which defines categories of vulnerable children and sets detailed measures to improve their living conditions. In the same year, the Czech Republic adopted Lex Ukraina to respond to the arrival of Ukrainian refugees, addressing temporary protection as well as access to children’s groups and education.
- Over the next years, one of the main drivers in this area is expected to be the National implementation plan of the Child Guarantee (EU initiative for children in need). It was approved by the Government without any significant communication on 16 November 2022 and has not yet been publicly presented . It defines 18 categories of "children in need" and sets out 27 recommendations and 125 detailed goals to improve their lives.
- In 2022, the Czech Republic adopted the law known as Lex Ukraina (temporary protection law for refugees from Ukraine) in response to the arrival of a large number of refugees from Ukraine and the introduction of Temporary Protection. The law amends Act No. 221/2003 Coll. and related legislation. In relation to young people, it addresses children’s groups and access to education.
Ongoing debates
Since 2020, the Social Inclusion Agenda has been managed by the Ministry for Regional Development. Inclusive education remains a sensitive topic after the 2017 reforms, while the Education Strategy 2030+ focuses mainly on reducing regional inequalities. Parliament has approved the creation of a Children’s Ombudsman, expected to begin operating in July 2025 if formally confirmed.
- Since 2020, the Agenda of Social Inclusion falls under the responsibility of the Ministry for Regional Development, instead of the Office of the Government. It is based on a resolution of the Government of the Czech Republic No. 552 of 30 July 2019 on the transfer of the social inclusion agenda from the Office of the Government of the Czech Republic to the Ministry for Regional Development.
- Members of the Parliament of the Czech Republic approved an amendment to the law establishing a children's rights ombudsman. If the Senators and the President agree, the Children's Ombudsman is to be established on1 July 2025.
