3.9 Start-up funding for young entrepreneurs

The Youth Board of Cyprus launched in February 2025 a new service that aims at providing young people with information about funding opportunities to create a start-up and specific professional guidance. Specifically, specialised Counsellors provide free, personalised guidance and support, through one-to-one meetings, to interested young people up to 35 years old, as described below:

  • Young people who may wish to make their own start in the field of entrepreneurship.

  • Young people who are already active in business and are facing various challenges in their entrepreneurial activities.

  • Young people who are interested in applying for or have already been approved for a grant under the Scheme for the development of ‘New Business activity- 2nd call 2024’  (Σχέδιο Ενίσχυσης Νέας Επιχειρηματικής Δραστηριότητας- 2η προκήρυξη 2024) of the Ministry of Energy, Commerce and Industry.

  • Young people who wish to learn about their responsibilities and obligations in relation to registering and operating a business and resolve queries in relation to business lending, finance, taxation, investment, marketing, sales, human resources or other related issues associated with the above-mentioned topics.

Lastly, it has to be underlined that a new law regarding the establishment of Social Enterprises was voted by the Parliament in December 2020 (ο περί Κοινωνικών Επιχειρήσεων Νόμος του 2020 (Ν.207(Ι)/2020) and its amendment in 2023, which creates a positive environment for the creation of new business endeavor for young people. The Authority of Co-operative Societies-CSSDA (Υπηρεσία Συνεργατικών Εταιρειών- ΥΣΕ) is the national agency that registers, promotes and supervises co-operatives and social enterprises. According to the OECD- Social Economy in Europe: Cyprus, published in 2025, 1 526  entities exist in Cyprus, of which 190 are still not registered. Financial support for social enterprises in Cyprus is provided through a combination of public and private mechanisms, including targeted grant schemes, like under the Single Market Programme, as well as EU-backed financing initiatives such as the €62.5 million facility by the European Investment Bank (EIB) Group in partnership with Eurobank Ltd, which improves access to loans, reduces collateral requirements, and offers longer repayment periods, complemented by private sector and research centre support that strengthens the broader social entrepreneurship ecosystem.
