Forthcoming policy developments

Since 2023, there is an ongoing discussion with regards to the establishment of the status of the artist. A public consultation was carried out during 2024 which resulted in the drafting of a bill entitled  'The Establishment of the Register of Artists and Artistic Sponsorship Law of 2025'. The bill was prepared by the Commissioner for Legislation in close cooperation with the Deputy Ministry of Culture, the Ministry of Finance and the Social Insurance Service. The bill was submitted and approved by the Council of Ministers in January 2025. According to the relevant announcement, the purpose of the bill is to define the framework and criteria for granting the status of the 'artist' to cultural creators and professionals in the creative industries. An important provision of the bill is also the provision and institutionalisation of artistic sponsorship to self-employed artists. The bill will be submitted to the Parliament for approval.

Moreover, several strategic actions are planned by the Deputy Ministry of Culture, based to the ‘Strategic Planning for the Contemporary Culture with a Horizon 2035’. 

Ongoing debates

The drafting of the ‘National Youth Strategy 2030’ has been completed and expected to be adopted  within 2026.
