3. Employment & Entrepreneurship

Youth employment and entrepreneurship in Cyprus are actively supported through government-led initiatives, with the Youth Board of Cyprus (Οργανισμός Νεολαίας Κύπρου) and the Ministry of Labour and Social Insurance focusing on reducing unemployment and promoting entrepreneurship via grants, training, and mentorship, especially after the 2020s economic and COVID-19 crises. 

The ‘National Action Plan for Youth Employment in Cyprus (2014-2017)’ was the first comprehensive policy document addressing youth issues, specifically in the employment sector. Then, in 2017, the ‘National Youth Strategy 2017-2022’ (Εθνική Στρατηγική για τη Νεολαία 2017-2022) was adopted by the Council of Ministers, addressing young people’s broader socio-economic participation. The upcoming ‘National Youth Strategy 2030’ (Εθνική Στρατηγική για τη Νεολαία 2030- Προσχέδιο), expected to be adopted in 2026, continues to set out strategic goals to strengthen youth employment and empowering youth entrepreneurship, highlighting that these issues remain key challenges for young people in Cyprus and priorities on the political agenda.
