Forthcoming policy developments

Since 2023 there is an ongoing discussion with regards to the establishment of the status of the artist. A public consultation was carried out during 2024 which resulted in the drafting of a bill entitled  'The Establishment of the Register of Artists and Artistic Sponsorship Law of 2025'. The bill was prepared by by the Commissioner for Legislation in close cooperation with the Deputy Ministry of Culture and all stakeholders – the Ministry of Finance and the Social Insurance Service. The bill was submitted and approved by the Council of Ministers in January 2025. According to the relevant announcement, the purpose of the bill is to define the framework and criteria for granting the status of the 'artist' to cultural creators and professionals in the creative industries. An important provision of the bill is also the provision and institutionalisation of artistic sponsorship to self-employed artists. The bill will be submitted to the Parliament for approval. 

Moreover, several actions are planned according to the Strategic Plan of the Contemporary Culture 2035 (Στρατηγικός Σχεδιασμός για τον Σύγχρονο Πολιτισμό με Ορίζοντα το 2035). 

Ongoing debates

The drafting of the 2nd National Youth Strategy 2030 is currently under development and expected to be finalised within 2025. Public consultations are carried out with public bodies, youth representatives and young people.
