Existence of a National Youth Law

Portugal does not have a dedicated framework law for youth policy. However, Article 70 of the  Constitution of the Portuguese Republic mandates that the State ensures special protection for young people, safeguarding their economic, social, and cultural rights.

Youth-related policies and regulations are embedded within various legislative measures across multiple sectors impacting young people’s lives, including:

  • Education and Training

  • Employment and Entrepreneurship

  • Youth Associations

  • Health and Sexuality

  • Housing

  • Volunteering

  • Citizenship

  • Conscientious Objection

Additionally, the Youth Observatory at the University of Lisbon's Social Sciences Institute has compiled legislative measures in the youth sector implemented by Portuguese governments since 1974. This resource provides an overview of policy developments affecting young people over time.
