Last update: 25 March 2024

Most of the measures specific to the Romanian employment policy are not directly and exclusively targeting young people. Small subsidies for employing young graduates, young NEETs and marginalised young people is offered to employers according to the law on employment and unemployment (Legea nr. 76/2002privind sistemul asigurărilor pentru șomaj și stimularea ocupării forței de muncă). The value of the subsidies was last fixed in 2018 at 2.250 lei (about 460 Euro). Special services are provided by the Public Employment Services to young NEETs and marginalised young persons. Stating in 2009, the National Employment Agencyimplemented in a large number of projects funded by the European Social Fund, streamlining youth in employment policies. Also, between 2021 and 20223, the Ministry responsible for youth policy (the Ministry of Youth and Sports in 2021 and the Ministry of Family, Youth and Equal Opportunities in 2022-2023) was implementing projects funded by the European Social Fund aiming at stimulating the employment of young NEETs.

All these measures for youth employment and measures to develop youth entrepreneurship have been included in the Youth Guarantee national scheme and in some cases allocation and subsidies have been raised as a result of this focus on young people within the European framework of the Youth Guarantee. Since 2021 the Youth Guarantee implementation is included in the National Strategy on Employment 2021-2027 (Strategia Nationala pentru Ocuparea Fortei de Munca 2021-2027)European Funds remain the most important funding source and incentive for the continuation of youth employment and entrepreneurship policies.
