National Strategy for Health Protection and Promotion and Disease Prevention
The new Governmental Council for Mental Health met for the first time on 18 December 2019. Its task is to prepare and implement the new Mental Health Action Plan 2030 which should be implemented in coming years as well as the Strategic framework for the development of health care in the Czech Republic until 2030.
On the 20th of December 2019, the Ministry for Health announced a new Programme to support the development of new services in the field of care provided by the multidisciplinary teams of mental health for children and adolescents. The aim is to provide multidisciplinary support in health, social and pedagogy services in ambulances and in terrain. The initiative and fund call is supported by the European Social Fund. Three of the multidisciplinary centres were already open for operation.
In 2020 the new National Sports Agency began to be fully operational in order to further work on improving the social, legal and funding issues related to sport field including the sports at schools and universities as well as outside of the formal education framework.
An amendment to the Act on Medicinal Products and the Amendment to the Act on Public Health Insurance came into force in 2020.
The Ministry of Finance, as the Intermediary of the Health Program financed from EEA funds 2014-2021 in cooperation with the Ministry of Health - Program Partner, announced on 15 May 2020 a call for grant applications for individual projects in the field of mental health promotion for children and adolescents. The allocated amount for the call is CZK 134,302,597. The aim of the call is to support risk reduction, escalation and chronification of mental problems in children and adolescents, through the implementation of activities aimed at prevention, early detection and diagnosis, effective intervention in subclinical and clinical forms of mental problems in children and adolescents, measures to strengthen and the systematisation of cooperation between mental health care professionals and mental health awareness activities for minors.
Ongoing debates
The wellbeing of young people makes a part of the new Educational Strategy 2030+. It is highlighted by the Partnership for Education 2030+ project partners, as it is discussed in one of its two working groups.
The comprehensive definition of wellbeing in education was created and its further promotion and discussion about possible implementations are held.
The reform of mental health and psychiatric care will continue steered by the Governmental Council on Mental Health. The main focus is seen by deinstitutionalization, more multidisciplinary and preventing children and youth mental health issues within education and practice of health and social services.
