Forthcoming policy developments

The National Youth Strategy 2025-2030, adopted in May 2025, makes youth work one of its three priorities. It aims at creating conditions for the stability and development of both non-formal and leisure-time education. A number of initiatives covered by the strategy deal mainly with the usual topics, such as the development of quality, stability of funding and methodological support. Action plans should make the strategy more operational.

Support for young people aims at the inclusive and meaningful participation of young people in the process of education and acquisition of life competences, in the labour market and in public life. The Strategy should help to understand the whole breadth of the topic of support for young people. It was necessary to take into account the fact that the area of support for young people is a broad and cross-cutting topic and many areas are already partially covered by the currently valid strategy documents under the responsibility of various ministries.

Therefore, the Strategy in the first part frames the whole topic of support for young people and specifies what is hidden under this issue. It also lists the key gestors and actors who have an influence on how the policy is made in these areas. The Concept respects the fact that existing strategic documents of the ministries and regions also contribute to the fulfilment of the vision to a large extent, and therefore the most important documents currently in force are listed here.
In the next part the Strategy defines three strategic objectives that will be implemented in the period 2025-30 by means of several specific objectives and measures:

  • Strategic Objective 1 - To systematically take young people into account when formulating policies
  • Strategic Objective 2 - To strengthen active citizenship of young people
    The first two strategic objectives should help to set up relevant processes that will contribute to the policy of support for young people in the Czech Republic working efficiently, in a coordinated manner and with regard to the latest trends.
  • Strategic Objective 3 - To develop the system of non-formal and leisure education and youth work
    The third strategic objective focuses on an important segment of the youth support policy, namely support for key actors in work with young people. It contributes significantly to addressing the challenges faced by young people. Strategic objective 3 covers in particular activities outside formal education, thus complementing other key strategic documents of the Ministry of Education, Youth and Sports.

Ongoing debates

The policy and structural changes in the Ministry lead to the ‘disappearing’ of the youth policy from the public debate, however, the post-2021 government marked the priorities in further development in the governmental statement to maintain and widen the support to youth work and for connecting formal and non-formal education. This is continued even after the elections in 2025.

Within the House of Deputies of the Czech Parliament also the Subcommittee for Leisure Time and Youth continue working in the period after the elections in 2025. Its main focus is a development of a youth-friendly legislation and practical steps to support youth work and its financing within the NGOs and youth organizations sector.
