8.3 National strategy on creativity and culture for young people

Existence of a national strategy

There is no specific National strategy on creativity and culture for or of young people. However, this topic wasone of the strategic goals of the Youth Strategy til 2020 (for details on Youth Strategy see Chapter 1.3) and young people and their potential for culture and Creative Cultural Industry is recognized as well in the State culture policy 2021 - 2025.

As main strategic documents in the fields of culture and creativity, there are:

State culture policy 2021 - 2025

The state culture policy mentions young people several times as the relevant target group of these policies, especially in relation to artistic and aesthetic education. Opposing to the earlier Strategy 2015 - 2020, the position of young people in the state cultural policy is more targeted and young people are not only seen as a resource for culture, but also as an important driver and target for cultural and creative activities, and cultural educational activities.

 

Scope and contents

State culture policy 2021 - 2025

There are six strategic goals:

Goal 1: Increasing accessibility and accessibility of culture corresponds to the combination of strengths in the form of comprehensive state support for the cultural creative sector and as an opportunity, especially given the high public interest in cultural participation and the new technologies and practices that enable it.

Goal 2: Effective care of cultural heritage builds on the strengths of systematic protection and maintenance of cultural heritage responding to the current threats of inadequate funding, climate change, technological obsolescence and the merely local dimension of some areas of cultural heritage.

Goal 3: Live arts development uses the opportunities in the form of the active cultural creative sector, demand for cultural participation, dense cultural infrastructure and the possibility of synergies in public support for cultural creative sector, to progressively address weaknesses in the form of the poor legal environment, ineffective set-up of support instruments for cultural creative sector and insufficient support for skills and networking, including internationalisation.

Goal 4: The development of the cultural and creative industries (CCI). The form of CCI development is based on the same principle, where the large pool of talent, the innovative potential of CCIs and successful examples of internationalisation lead to a reduction of weaknesses, e.g. in the form of little consideration of the economic benefits of CCIs to date.

Goal 5: The broader role of culture in the Czech Republic focuses on exploiting opportunities for cooperation within public administration. Culture cuts across many areas of society and cannot be confined to a single ministry. The aim is to achieve synergies in the development of the cultural creative sector and other sectors, including Education, employment, environment and others.

Goal 6: Transformation of the Ministry of Culture is the last and key objective for the implementation of the first four objectives of the state policy. It is about transforming the Ministry to avoid the negative impacts of weaknesses and external threats. A crucial pre

treasure is to increase the capacity of the MoC to be able to promote the wider role of culture and effectively support the whole CCS.

 

Responsible authority for the implementation of the strategy

The Ministry of Culture is responsible for the Implementation of the State Cultural Policy. The connections in education are in the co-responsibility with the Ministry of Education, Youth and Sports, based on the common memorandum of cooperation from 2021.

Revisions/updates

The new State Cultura Policy 2021 - 2025 was built based on the analytical and consultation activities evaluating the impact and SWOT of the previous state cultural policy 2015 - 2020. The analytical part worked heavily also with the impacts of the COVID-19 pandemic on the culture in the state. These lead not for prolonging the previous state policy concept but creating a new framework. Otherwise, it has been expected that based on the evaluation the framework from 2015 could be working well for the whole decade till 2025.
