In 2017, the process of revision and updating of national curricular documents (Framework Educational Programmes) for primary and secondary education was started. Only general information has been made public. In September 2017, the National Institute for Education undertook a public consultation on the public opinion on the process of the revision. The process will be gradual and the first educational area updated will be the area of ICT and media literacy. During 2017, 2018 and the first part of 2019 expert proposals of the new curricular document were expected to be prepared by the National Institute for Education and their expert groups. However, in 2019 the process was stopped by the Ministry and resumed after the new Education Strategy 2030+ was created. The Strategy was approved by the government in autumn 2020 and the implementation is the main focus now, including the revisions.
Following the OECD Educational Highlights of 2016, the big issue in the Czech Republic in 2017 were low salaries of teachers, which are among the lowest within OECD countries. Since the Government undertook several steps to raise the salaries of teachers. However, the negotiations in 2019 were marked with several strikes from many teachers and schools in order to make clear how the increase should be administrated and delivered to teachers.
Since 2020 there is a new Education Strategy 2030+ based on wide expert and public evaluation and consultations process which started in 2019. Its implementation is now the main policy focus. See details in Eurydice article.
The Partnership for Education 2030+ was created by the main networks of various non-governmental education providers and enablers. They work based on the collective impact principle and discuss models of the implementation of the Education Strategy 2030+, as there is common agreement on the goals. Two main working groups prepare their visions on the implementation of the wellbeing of pupils and students in Czech Education and about the middle tier of governance and pedagogical leadership in the Czech education system. The Ministry and state institutions took the auspices above these initiatives and became active partners and participatory experts in the process.
At the same time, Ministry implements gradually new policy directions, including starting a pilot testing of the middle tier of support within education and others. In January 2021 national curricula documents were revised, however, the reaction of the terrain is rather critical in most of the content areas. However, the big added value of the revision is the comprehensive inclusion of digital competencies in the curricula.
Of course, many of the actual debates are linked to the impact and coping with the COVID-19 pandemic, closing schools, social distancing etc.
