5. Participation

5.9 E-participation

Last update: 16 October 2025

E-participation processes primarily rely on internet-based services, including e-mail, online platforms, and institutional portals. Young people participating in national youth initiatives are often required to have a digital identity (SPID), a certified e-mail (PEC) and a digital signature. These tools are essential for submitting applications and receiving communication from institutions, promoting secure and verified digital participation. Mobile-friendly platforms and the use of social media channels (such as Instagram, Facebook and YouTube) are increasingly used in awareness campaigns and youth consultations.

Several online consultations targeting young people have been carried out using digital forms and platforms, such as through the National Youth Card (Carta Giovani Nazionale). This card, accessible via a dedicated app, has been used as a tool to collect youth opinions and feedbacks. For example, in 2024 it was used to launch a survey on psychological distress among young people, whose results were used in the development of a new project. Moreover, in 2025 it was used to disseminate the EU Youth Dialogue survey of the 11th Cycle, with a considerable increase in the number of young people involved compared to previous Cycles consultations - 13.150 young people took part in the 2025 survey, compared to the 463 of the previous consultation.
