5.9 E-participation

Last update: 31 March 2026

E-participation processes mainly rely on internet-based services, including email, online platforms, and institutional portals. Young people participating in national youth initiatives are often required to have a digital identity (SPID), a certified e-mail address (PEC) and a digital signature. These tools are essential for submitting applications and receiving communication from institutions, promoting secure and verified digital participation. Mobile-friendly platforms and the use of social media channels (such as Instagram, Facebook and YouTube) are increasingly used in awareness-raising campaigns and consultations targeting young people.

Several online consultations aimed at young people have been carried out using digital forms and platforms, such as through the National Youth Card (Carta Giovani Nazionale). This card, accessible via a dedicated app, has been used as a tool to collect young people’s opinions and feedback. For instance, in 2024 it was used to launch a survey on psychological distress among young people, the results of which were employed in the development of a new project. Furthermore, in 2025 it was used to disseminate the survey of the 11th Cycle of the EU Youth Dialogue, recording a significant increase in the number of young people involved compared to previous consultation cycles: 13,150 young people participated in the 2025 survey, compared to 463 in the previous consultation.
