Youth e-participation is primarily embedded in the general legal and policy framework for e-governance and public consultation. The main legal basis is the Electronic Governance Act (Закон за електронното управление) (effective from 13 June 2008, last amendment and supplement 13 February 2026), which regulates electronic interaction between citizens and public authorities and enables access to digital administrative services. Transparency and online access to institutional information are further guaranteed by the Access to Public Information Act. Although Bulgaria does not provide e-voting in national elections, these legal frameworks create the conditions for electronic communication, access to information and online civic engagement.
A key instrument for e-participation is the Public Consultation Portal (Strategy.bg) (Портал за обществени консултации), maintained by the Council of Ministers. This permanent online platform allows citizens, including young people and youth organisations, to access draft laws, strategies and policy documents and to submit comments electronically. The portal aims to increase transparency, accountability and citizen involvement in policymaking. It functions as a web-based tool accessible via computers and mobile devices and represents the main formal channel for e-consultation in Bulgaria.
Young people can also engage electronically with political processes through the official website of the National Assembly of the Republic of Bulgaria, which provides access to draft legislation, parliamentary debates and committee activities, as well as through the national e-government portal, which offers digital administrative services. Public institutions increasingly use social media channels to disseminate information about elections, consultations and youth initiatives, enabling interactive (though not decision-binding) communication.
Overall, e-participation in Bulgaria relies mainly on permanent e-governance and consultation platforms rather than on youth-specific digital democracy tools. While most measures target the general population, young people benefit from online access to consultations, policy information and structured dialogue processes. National data specifically linking e-participation and youth political engagement are not available, and most evidence stems from EU-level surveys rather than dedicated national studies.
