Synergies between public policies and programs
In Italy, various synergies and partnerships aim to promote youth creativity and innovation.
In 2023, as part of the National Youth Strategy, which was agreed upon by the Unified Conference, comprising the national government, regions, autonomous provinces, ANCI (National Association of Italian Municipalities), and UPI (Union of Italian Provinces), a Technical Working Group was established. This group consists of three representatives from each entity and meets regularly to coordinate actions across different territories. These actions include initiatives in the fields of culture, non-formal education, social inclusion, access to employment, health, and the promotion of young talent (Cf. 1.3).
Several Regions stand out for their commitment to fostering youth culture and creativity:

Valle d’Aosta, through its Regional Law 12/2013, promotes initiatives supporting youth culture and creativity, both individually and in groups, across the fields of arts, work, and research. It encourages the creation of networks among young artists, artisans, researchers, and innovators in technology, social impact, environment, and tourism.

Piedmont, with Regional Law 6/2019, promotes youth gathering spaces for the experimentation and development of educational, artistic, cultural, sports, recreational, and multicultural activities. It also supports the creation of multifunctional youth centers, fostering creativity and collaboration.

Lazio, with Regional Law 14/2021, promotes youth culture through initiatives focused on mobility, mediation, integration, and the expansion of spaces and facilities dedicated to young people.

Emilia-Romagna, through its Regional Law 14/2008, supports youth cultural productions across various artistic disciplines, ensuring an environment open to innovation and creativity. The GIOVAZOOM portal, under its Creativity section, provides information on courses dedicated to culture and youth training, along with a regularly updated calendar of major cultural events.

Sicily, with its Regional Law 6/2019, promotes the creation of a network of public and private partners capable of offering services and spaces for young creatives and innovators.
Partnerships between the culture and creative sectors, youth organisations and youth workers
At national level, there are no specific policies that explicitly promote partnerships between the cultural sector and youth organizations. However, as described above, many Italian Regions, within their autonomous framework, allocate funds to promote culture, foster creativity, and support the artistic and cultural heritage, actively involving youth organizations which also provide youth work.
