2. Voluntary Activities

In North Macedonia the overall regulation, promotion, and support of volunteering fall under the responsibility of the Ministry of Social Policy, Demography, and Youth, ensuring a cohesive and supportive environment for voluntary engagement across the country.

The Law on Volunteering in North Macedonia provides a comprehensive framework for regulating volunteering, emphasizing its role in benefiting society by improving the quality of life and fostering a fair and democratic community. It defines a volunteer as an individual who willingly offers their skills and services without financial gain, primarily regulating long-term, organized volunteering while excluding ad hoc or occasional activities. Eligible volunteer-hosting entities include NGOs, religious organizations, public institutions, and government bodies, all of which are required to develop structured volunteering programs outlining roles, services, and procedures. The law also introduced volunteer agreements to formalize the rights and responsibilities of both volunteers and host organizations.
