4. Social Inclusion

The newly established Ministry for Social Affairs, Demography, and Youth is now the main executive and coordinating body for social inclusion policies and legislation in the country, taking over key responsibilities from the former Ministry of Labor and Social Policy.

While there is still no specific national strategy exclusively dedicated to the social inclusion of young people, their needs in this area are addressed within the National Youth Strategy 2023-2027 (Националната стратегија за млади 2023-2027). This strategy contributes to reducing youth poverty, combating all forms of discrimination, and promoting social inclusion. Additionally, it emphasizes the role of culture as a tool for social integration and civic activism.

One of the strategic objectives of the strategy is to enhance the alignment between labor market supply and demand, improve the inclusion of vulnerable and marginalized youth groups, and reduce gender disparities in employment opportunities. A key priority within this framework is raising awareness about the inclusion of young people from the Roma community.

The previous Strategy on Poverty Reduction and Social Exclusion (2010-2020) has expired, and as of March 2025, no new overarching strategy specifically addressing poverty reduction and social exclusion has been adopted.
