8. Creativity and Culture

The Deputy Ministry of Culture (Υφυπουργείο Πολιτισμού) is the main actor involved in policy-making and the main governmental authority responsible for preserving and promoting culture in the country and abroad. Although there is not a dedicated youth culture and creativity strategy in the country, the field is addressed through the ‘National Youth Strategy 2017-2022’ monitored and implemented by the Youth Board of Cyprus (YBC), and specifically under the pillar ‘Creativity and Culture’. Through this pillar is aimed to ensure equal access to culture and the arts for all, while also supporting the development of favourable conditions for artistic creation and innovation. These objectives are also transferred under the 2nd strategic goal of the upcoming ‘National Youth Strategy 2030’ (Προσχέδιο Εθνικής Στρατηγικής για Νεολαία 2030) for improving the quality of learning and young people’s access to it.

Also, a new ‘Strategic Plan 2026-2028’ (Στρατηγικός Σχεδιασμος 2026-2028) was established in 2025 by the Deputy Ministry of Culture, around key pillars, including knowledge development, the promotion of research and innovation, sustainability, participation, social inclusion, and economic growth. It further seeks to support contemporary cultural creation, position Cyprus as a regional cultural hub for both visitors and local and international creators and promote Cypriot culture abroad.
