Cross-sectoral cooperation
Inter-sectoral cooperation is reflected in different segments related to advisory bodies and inter-sectoral working bodies formed by other ministries.
For the purposes of implementing youth policy, the Ministry of Sports and Youth in the previous period established the Council for the Implementation of Youth Policy, as well as an inter-sectoral working group whose task was to monitor the implementation of activities within other institutions, to jointly plan activities with other ministries, and to report on the implemented activities to the ministry responsible for the implementation of youth policy.
There is currently an interdepartmental working body in charge of monitoring the implementation of the Youth Strategy and policies related to the education and training of young people.
When it comes to policies and measures, all current strategies contain activities in which competence is clearly divided, but also cooperation, in order to reach the strategic goal. During the creation of each of the strategies and annual action plans, a working group is formed consisting of actors who implement education and training measures, while immediately before the adoption of the document, the approval of the institutions must be secured and thus the budget for the implementation of the planned activities must be secured.
Within the Ministry of Education, a Working Group was formed with the task of preparing the Action Plan for the implementation of the National Strategy of Lifelong Career Orientation in Montenegro for 2019 and 2020, which should contain the activities necessary to achieve the goals determined within the priority areas of improving the career counseling system and management of different target groups (youth, adults, employed, unemployed), determined in the Strategy for Lifelong Career Orientation in Montenegro (2016-2020) and the Strategy for Lifelong Entrepreneurial Learning 2015-2019. The priority areas for career orientation for the period 2016-2020 are:
1. Raising awareness and knowledge about the need for lifelong learning and career development,
2. Strengthening the policy for career orientation at the system level,
3. Strengthening career orientation in the educational system of Montenegro,
4. Strengthening career orientation for the employed and unemployed,
5. Quality assurance in career orientation.
It is very important to note that in the previous period, the Ministry of Education established the Office for Career Guidance and Counseling within the Euroguidance and Europass project, which is financed from the Erasmus+ program of the European Commission and the budget of the Ministry of Education, and whose main goal is to provide information to interested citizens about the continuation of education, opportunities to acquire the desired qualification, opportunities to enter the labor market, as well as various mobility programs available to Montenegrin pupils and students.
The Ministry of Education is currently working on the adoption of the Strategy for Higher Education 2021-2025, and in addition to the Ministry, higher education institutions, the Chamber of Commerce, the Agency for Control and Quality Assurance of Higher Education and the Employment Agency are included.
In accordance with the Action Plan, their individual or joint responsibility is determined for the realization of the planned goals. In order for the implementation to be timely and coordinated, it is necessary to form a coordination team composed of members who are competent in the areas covered by the Strategy.
Within the Ministry of Economic Development, a Working Team for the introduction of the "Youth Guarantee" program was formed in Montenegro, which consists of representatives of relevant institutions, the business community and the NGO sector. In addition, a high-level Interdepartmental Working Group was established. This also follows recommendation number 6 from the Ministerial meeting, which calls on Montenegro to establish an interdepartmental working group that includes relevant ministries, their agencies and interested parties for the development of a plan for the implementation of the Youth Guarantee. The introduction of the Youth Guarantee program was also identified by the National Employment Strategy 2021-2025 as one of the instruments for reducing high youth unemployment, and the aim of the measure is to support further education or training, providing opportunities for internships or appropriate employment.
