Montenegro is by its Constitution (1992) defines as democratic, social and ecological state which sets the bar high when it comes to the expected state’s response to sustainable development and environmental protection. The main institution dealing with environmental protection and climate change is Ministry of Ecology, Spatial Planning and Urbanism. Office for Sustainable Development oversees sustainable development, whereas Ministry of Agriculture, Forestry and Water Management delivers policy response and support measures for advancement of agriculture and rural development, forestry and water management.
