8.6 Developing entrepreneurial skills through culture

Last update: 30 October 2024

One of the main objectives of the cultural policy of Montenegro is to foster and further develop the creative industries sector in the country and thus contribute to the growth of creative entrepreneurship, especially amongst young people.

Developing entrepreneurial skills through cultural activities

In terms of formal education, in Montenegro there are three art academies and several study programmes at private universities that cover visual arts, performing arts, history of art, productions, music. These institutions provide ground for the development of skills that can later be upgraded to entrepreneurial activities. The most important step in this context is to promote creative industries as a driving force of economic growth in the field of culture. Based on the experiences of the countries where the sector of creative industries has been strongly developed, such as Great Britain, Hungary or Slovenia, the influence of creative industries in national GDP can be very significant. Thus, by promoting creative entrepreneurship, we are also contributing to the economic growth of the country and self-sustainability of the field of culture.

Support young entrepreneurs in the cultural and creative sectors

The Ministry of Culture and Media recognizes the potential of creative industries and the need for cultural entrepreneurship while constantly working on the development of strategies and creation of the conditions for favourable investment ambience through adequate mechanisms by fostering the cooperation between public and private sector. We are witnessing that developing countries need a wider progress strategy that would focus on the creation of local companies. In this context, in the past several years a significant number of projects from the fields of architecture, graphic and industrial design, music and performances, publishing sector, manufactures and crafts, contemporary visual and applied creativity, fashion and textile design, has been supported. In addition, the support for the projects from the field of the development of ICT sector, with special emphasis on video games as modern creative expression with specific economically sustainable capacity has been provided in the period from 2019.

By enabling the support for the projects from the field of creative industries, the Ministry aims to foster young and creative makers and entrepreneurs to focus their creative potential in a sustainable way and to achieve economic valorization of their work. The possibilities arising from the field of creative industries often surpass the field of economy. Creative achievements are largely generated and used on a local level and for that reason they influence the development of identity and image of cities and regions. Thus, investing in creative industries means investing in better quality of life, enhancing local identity and fostering tourist growth. That is why one of the most important elements in the development of creative industries is networking of creative people and creation of clusters.

The Ministry of Culture and Media provides support for the field of creative industries through public call for projects aiming at the development of this sector. This is an annual call that stipulates support for digital arts, ICT sector and gaming, visual arts, architecture, fashion design, traditional crafts.
