The Law on Non-Governmental Organizations https://www.paragraf.me/propisi-crnegore/zakon-o-nevlavdinim-organizacijama.html stipulates the possibility of financing projects and programs of public interest. In accordance with this law, the Government of Montenegro adopts every year the Decision on determining priority areas of public interest and the amount of funds for financing projects and programs of non-governmental organizations file:///C:/Users/PC/Downloads/predlog-odluke-o-utvrdivanija-prioritetnih-oblasti-od-javno -interest-and-amount-of-funds-for-financing-projects-and-programs-of-non-governmental-organizations-in-2022-year-conclusion.pdf.
Through the priority areas, the area of social care for children and young people has been specially recognized, for which projects and programs will be financed according to the competition of the Ministry of Labor and Social Welfare: In addition to the aforementioned, the social inclusion of young people, especially vulnerable categories, has also been recognized through competitions in other areas, namely: the area of protection of persons with disabilities; health, education, protection and promotion of human and minority rights, gender equality, etc., mostly cumulatively with other categories.
The Law on Non-Governmental Organizations stipulates the obligation to finance projects in the field of persons with disabilities, in the amount of 0.1% of the current annual budget, while the financing of programs in other areas is determined on an annual basis, through the Decision of the Government of Montenegro.
Each Ministry individually plans funds and programs, based on which the Government determines priority areas and amounts of funds for each of the areas to support projects/programs. Sometimes support programs are financed through several different tenders. Ensuring the quality of services, with a special emphasis on services in the field of social and child protection, is ensured through the licensing of services for service providers (family accommodation services - foster care and family accommodation service providers; services for placing children and young people in an institution and a small group community; advisory-therapeutic and social-educational services, day care, accommodation in a shelter-shelter, help at home and personal assistance) which are mainly non-governmental organizations, but also through monitoring the implementation of policies in the area social policies that are more visible through progress in the realization of set goals.
For example, NGO organizations of parents, children and youth with developmental disabilities, through tenders of the Ministry of Labor and Social Welfare and tenders of the Ministry of Human and Minority Rights, finance projects7 programs providing personal assistance services for children and youth with developmental disabilities, physical therapy services, counseling-therapeutic and social-educational services, help at home and personal assistance, etc.)
Funding
There is no special program for financing youth social inclusion projects, but social inclusion is financed through several different programs. The financing of these programs is provided through the budget of Montenegro, the budgets of local governments and with the support of the international community. Funds are planned through strategic or program documents, and the spent funds are visible through the final reports on the implementation of the aforementioned policies in each of the areas, as well as through the annual reports of the authorities in whose jurisdiction the relevant policies and documents are.
As an example, I cite the Final Report on the implementation of the Strategy for the Protection of Persons with Disabilities https://www.gov.me/dokumenta/22924add-ebf3-4a86-9032-9b6b66071367 in which the amounts for financing projects/programs for the protection of persons with disabilities from discrimination are listed by year: Also, the above activities were implemented by NGO organizations that deal with the rights of persons with disabilities through projects and programs supported in 2019, in the total value of 491,160.70 euros, i.e. 496,609.00 euros, in 2020.
Quality assurance
According to the new Methodology for developing policies, drafting and implementing strategic documents, one of the mandatory elements in the preparation of strategic documents is monitoring, evaluation, and reporting.
In this way, policy holders and groups for monitoring the implementation of measures and activities, which are submitted to the Government for approval on an annual basis. Also, through progress reports for chapter 19 and PPCG 23, the European Commission monitors progress in the exercise of these rights in this area.
On the other hand, non-governmental organizations and state administration bodies continuously conduct research in the field of social inclusion and present it individually, but also through the analysis of the current situation in strategic documents, as well as through progress reports indicating the results and challenges in the coming period.
