4.4 Inclusive programmes for young people
Programme overview
Inclusive programmes for young people in Montenegro are implemented through a combination of national measures and international projects, primarily in the areas of employment, participation, education and social services.
Active labour market measures implemented by the Employment Agency of Montenegro support the inclusion of young people, particularly NEETs and vulnerable groups. These include training, traineeships, employment subsidies and entrepreneurship support, in line with the National Employment Strategy 2021–2025.
In addition, targeted programmes include:
- “Prilike” (Opportunities) programme
Provides practical work experience for adolescents, including young people with disabilities, through cooperation with employers. - Youth Guarantee (pilot phase)
Gradual introduction of measures ensuring that young people receive an offer of employment, education or training after unemployment. - Erasmus+ programme
Montenegro participates in Erasmus+, which supports learning mobility, youth exchanges, training and capacity-building projects. The programme promotes inclusion by prioritising young people with fewer opportunities. - Regional Youth Cooperation Office (RYCO)
RYCO supports youth exchanges, reconciliation and intercultural dialogue in the Western Balkans, with a strong focus on inclusion, peacebuilding and participation of marginalised youth. - Youth Empowerment Project (UNDP)
Supports youth services, youth centres and inclusive local youth policies. - Youth Innovation Lab and UPSHIFT (UNICEF)
Focus on skills development, innovation and participation, especially among disadvantaged youth. - “Enhancing Citizens’ Trust in Institutions and Building Resilient Communities” (UNDP, UNICEF, UNESCO)
Promotes social inclusion, dialogue and youth participation at the local level. - Inclusive sports and socio-emotional learning programmes
Support inclusion, well-being and life skills development for children and young people. - Socio-emotional and life skills programmes
Focus on strengthening employability, resilience and inclusion. - Non-formal education and youth work programmes
Implemented through youth centres and civil society organisations, often supported by Erasmus+ and RYCO.
Target groups
Inclusive programmes in Montenegro target young people aged 15–30, with a focus on those facing barriers to participation.
Key target groups include: NEET youth, young people with disabilities, Roma and Egyptian youth, young people at risk of poverty and social exclusion, young people without parental care, LGBTI youthyoung women and girls, youth in rural and underdeveloped areas.
Special emphasis is placed on young people with fewer opportunities, in line with EU and international standards.
