The Constitution of Montenegro (Article 75) guarantees the right to education under equal conditions. Primary education is compulsory and free. The autonomy of universities, institutions of higher education, and scientific institutions is guaranteed. Montenegro allocates 4.4% of the GDP to education.
 

In accordance with the General Law on Education and Training, education is mandatory for children aged 6 to 15 years old, that is, primary education is mandatory.
