1.7 Funding youth policy

How youth policy is funded

 

The funds for the implementation of the Youth Strategy are provided from the Montenegrin state budget and other sources in accordance with the Law on Youth (Article 27).

 

Additionally, the Ministry may, with previously obtained agreement of the government, fund or co-fund a construction, reconstruction, adaptation or furnishing of a youth service in an amount higher than €30 000 (Article 25).                                               

The budget of the municipality shall also be used to provide the resources for establishing and functioning of youth services at the local level and activities that are implemented by NGOs in line with the local youth action plan, in line with this Law (Article 27).                                                 

Funds for the implementation of the programme and measures relating to development of youth services, pursuant to the Law on You (2019), are also provided from the budget of Montenegro. The programme identifies entities for the implementation of specific measures, and depending on the type of entity, funds from the budget are allocated through a public call or in accordance with budget procedures (Article 27).               

 

What is funded

According to the new legal solutions prescribed by the Law on Youth from 2022, public budget has been allocated for:                                                  

  • Construction, reconstruction, adaptation and furnishing of youth services implemented by the Ministry of Sports and Youth in line with Article 25 of this Law. In 2022 was allocated for the reconstruction and adaptation of three youth clubs in Montenegro (municipalities: Tivat, Tuzi, Andrijevica); 

  • At the session held on December 8, 2022 (Government Decision No. 07-7753/2 of December 15, 2022), in accordance with the Government Work Program for 2022, the Government of Montenegro adopted the European Youth Card Development Program for 2022 -2024, with the Action Plan for the period 2022-2024, which, in addition to the earlier component that facilitates the mobility of young people in Montenegro and beyond its borders, also includes components such as employment, information, digitization, cooperation with local self-governments, etc. The Program in question was developed with expert support, which is based on the evaluation of the activities of the European Youth Card project so far in Montenegro, as well as on listening to the real needs of the users of this benefit card. In the process of preparing the Program, the Ministry of Sports and Youth formed a working group for the development of the draft program for the development of the European Youth Card EYCA for the period 2022-2024, which also designed the program activities. In the process of preparing the concept of the Program, relevant institutions were consulted, as well as the interested public through public consultations. During the preparation of the document, the UNDP office in Montenegro provided expert support by hiring an independent consultant.

  • In December 2021, the previous Directorate for Sports and Youth, based on the Conclusion of the Government of Montenegro No. 04-6509/2 of December 16, 2021, concluded the Agreement on the method of payment and use of funds, reporting and supervision of the implementation of the "Program for youth exchange and mobility" with the Youth Network, as a representative alliance of non-governmental organizations that implement youth policy. The duration of the program is limited to the period from January 4, 2022 to December 31, 2022. The program aims to strengthen intercultural dialogue, youth mobility, youth mobility, as well as ensuring the availability of cultural content to young people through the organization and implementation of intercultural educational exchanges at the national and international level. The program consists of three components. The first component is a national youth exchange, 14 young people from 9 municipalities, the second component refers to a regional youth exchange, which includes visits by 25 young people from Montenegro to institutions and organizations dealing with youth policy in Serbia, Bosnia and Herzegovina, Macedonia and Albania, the third component refers to the creation of an annual report on the situation of young people in Montenegro. On the initiative of the Ministry of Sports and Youth, the implementation of the Program was suspended in the fourth quarter of 2022 due to problems in the organizational structures of the Youth Network. 

  • Functioning of youth services established by the Ministry of Sports and Youth;                                         

  • The activities implemented by the Ministry of Educations, Science, Culture and Sports in line with the Strategy and Action plan referred to Article 13, paragraph 3 of this Law. In 2021 the amount of €105 676 was allocated for the projects of 9 NGOs implementing youth policy in line with the Strategy and its Action Plan for 2021.
