8.9 Enhancing social inclusion through culture

The National Cultural Development Program, as a key strategic document from the field of culture, stipulates equal access to culture and creative events to all people, in accordance with the motto Culture Everywhere – Culture to Everyone.

Fostering equality and young people involvement through cultural activities
 

In accordance with the National Program, cultural events should be accessible to people with disabilities and a special measure for all cultural institutions has been foreseen related to the preparation of a study on the condition and accessibility of cultural institutions and other spaces used for cultural purposes for people with disabilities (for different types of disabilities: wheelchair users, visually impaired people, hearing impaired people, people with developmental problems). Based on this study, all cultural institutions without adequate equipment should improve their capacities and provide equal access to everyone. In addition, special measures related to ensuring accessibility for people with disabilities to cultural institutions (installation of ramps, handrails, tactile paths, elevators...) and the adaptation of programs for people with disabilities (subtitling of domestic film and audiovisual content, theatre performances, provision of audio description of performances and films, organization of tactile exhibitions...) have also been foreseen.
 

In addition, serious attention has been provided for the improvement of infrastructural conditions for the creation and work of young artists. In this regard, as already described, creative hubs have been established as places for co-creation and co-working for young people. The activities related to the improvement of infrastructure will be continued in accordance with national cultural policies described in the National Cultural Development Program.
 

Combating discrimination and poverty through cultural activities
 

Culture is an universal tool for promoting tolerance and diversity of expression, while combating any kind of discrimination and negative influences. This is the reason why continuous support from national and international funds is being provided for projects targeting marginalized groups, social awareness, cultural diversity from all the fields of culture: artistic creativity, cultural heritage and creative industries.
