9.2 Administration and governance

The youth issues on national level are in jurisdiction of the Commission for Coordination of Youth Issues in BiH and Mobility and Youth Unit at the BiH Ministry of Civil Affairs

Most of the constitutional competencies regarding youth issues are at the entities’ government level: RS, and FBiH. A government representative from each entity is a member of the Commission for Coordination of Youth Issues in BiH at the national level. The competencies at the entity level in the field of youth are within the following ministries: RS Ministry of Family, Youth and Sports and FBiH Ministry of Culture and Sports

BiH has three major youth councils: Youth Council at the RS level, serving as an umbrella representative body, which is legally defined under the RS Law on Youth Organization since 2004. The Youth Council in FBiH is established in December 2015 after the six cantonal youth councils have been established in FBiH during 2014-2015, while BD Youth Council has been established in 2018 gathering youth organization across the District.  

All three councils deal with the representation of youth issues at a higher level, build a dialogue with government institutions with the aim of improving the position of young people and building partnership relations, and cooperate at the international level.

When it comes to the further distribution of responsibilities in FBiH, we have the cantonal level, where youth issues are under the jurisdiction of the cantonal ministries of education and some of the cantons have a cantonal Youth Council that is a member of the FBiH Youth Council.

And the last level in the distribution of responsibility for youth issues is the local level, to which the BD BiH belongs. Each municipality has a youth officer in the Department for Social Activities, that is, in the Department for Professional and Administrative Affairs of BD. At the local level, municipalities have youth councils that bring together youth organizations, and municipality councils are members of the Youth Council at cantonal and entity levels.

The Agreement on cooperation between the BiH Council of Ministers and non-governmental organizations in BiH is a document that establishes common values, principles and priorities of cooperation between the BiH Council of Ministers and non-governmental organizations in BiH. Currently, the agreement has been signed by 127 non-governmental organizations in BiH, including youth organizations. This Agreement seeks to define priorities that will better correspond to new challenges for BiH and opportunities for cooperation between the BiH Council of Ministers and non-governmental organizations. In this regard, the Agreement more precisely places this cooperation in public policies that are under the competence of the BiH Council of Ministers.

Under intersectoral cooperation, USAID in its Strategy for Development and Cooperation with BiH 2020–2025, expects from civil society to refocus on building its base and increasing the active role of men and women, youth and members of marginalized groups in communities and political life. As a result, an increasing number of leaders of reforms in the government will achieve tangible progress in the reforms needed for further Euro - Atlantic integration of BiH.

Since 2019, the Embassy of Switzerland in BiH has been implementing the project Empowering Youth for Sustainable Development through the Youth Advisory Board (YAB) with the help of the PRONI Center for Youth Development, with the aim of increasing the relevance and adaptation of the Swiss Development Program to the needs of young people in BiH. The goal of the project is to enable young people from BiH to get involved in the development of the country through the Youth Advisory Board and to strengthen the ability to think critically and articulate opinions, and to learn through work to acquire skills that they will apply and thus contribute to the development program and the clarity of communication instruments. The Youth Advisory Board is a team made up of 10 young people from all over BiH, who represent and include the views and experiences of young people about program materials and project ideas of the Embassy of Switzerland. Members of the Youth Advisory Board are tasked with advising development program experts and the staff of the Embassy of Switzerland in BiH in the field of youth issues.

The Young European Ambassadors (YEA) platform is a creative network of young people from the Western Balkans who share a common vision: a region united in diversity, respect for European values, learning new skills, connecting and improving opportunities for young people. Most importantly, Young European Ambassadors are open to sharing ideas and developing their talents towards inspiring changes within their communities, the Western Balkans, across the EU and beyond. The Young European Ambassadors initiative was established in 2020 as part of the EU Regional Communication Programme for the Western Balkans - WeBalkans.eu and the first generation consisted of 60 young people from the region who shared ideas, organized events, and connected their communities across the region and the European Union. The 180 Young European Ambassadors were selected in 2020, 2021 and 2022.
