8. Creativity and Culture

According to article 5 of the Greek Constitution, every person has the right to participate in the social, economic and political life of the Country, which is completely consistent with the right to participate in cultural life. In Greece, a number of cultural events, music festivals, contemporary music concerts, photo exhibitions, theatrical performances, art exhibitions are held every year, in which mainly young people participate. 

The main governmental authority responsible for creativity and culture is the Ministry of Culture. Policies are formulated at the national level, as decision-making responsibility lies with the central government. Local authorities are responsible for implementing programmes through funding received from the government.

The General Secretariat for Vocational Education, Training, Lifelong Learning and Youth, under the Ministry of Education, Religious Affairs and Sports, through the Department of Culture and Youth Artistic Creation of the Directorate for Youth, informs young people about art and culture programmes implemented among members and within the framework of BJCEM (Biennale des Jeunes Créateurs de l'Europe et de la Méditerranée).

Although there is no single unified strategy specifically addressing youth participation in culture and creativity, Ministerial Decision 30964/2022 established an interministerial working groupwhose objective is the planning, coordination, monitoring, promotion and development of policy proposals implemented for youth. The interministerial working group aims to record the existing policies of each Ministry concerning young people aged 15–29, to ensure their continuous updating and to monitor the implementation of policies aimed at achieving Sustainable Development Goals related to the country’s youth. According to the same decision, the duration of the group’s operation is set at two (2) years, with the possibility of extension by a subsequent decision.

Digital Culture is the digital platform of the Ministry of Culture and Sports. It serves as an updated portal aimed at informing the public about cultural activities such as music, cinema, theatre, books, museums, archaeological sites and visual arts. At the same time, it provides visitors with information about educational programmes addressed, though not exclusively, to students and young people.

The programme «All of Greece, One Culture is an established cultural initiative featuring activities and events that take place during the summer and include theatre, music and dance performances, visual art exhibitions and performances, as well as events for children and adolescents held in ancient theatres across Greece. These events are combined with historical sites, creating a connection between the past and contemporary culture. Cooperation with local stakeholders in these activities contributes to strengthening regional development and promoting local cultural identity, which is one of the priorities of the Ministry of Culture.
