In the Croatian context, culture is permanently marginalised. The main public actor is the Ministry of Culture and Media of the Republic of Croatia, responsible for administrative and other tasks related to culture. Croatia lacks national strategy on creativity and culture targeted at young people. The previous National Youth Programme included a dedicated section on youth and culture; however, it expired in 2017. The new National Youth Programme 2023-2025 does not address culture and youth within any of its priority areas. Other strategies include the Strategic Plan of the Ministry of Culture 2020-2022 and the National Strategy to Revive Book Reading 2017-2022.
