Forthcoming policy developments 

Forthcoming policy developments are linked with the implementation of the policy measures (action lines) and planned actions in the National Youth Strategy 2024-2027 approved in May 2024. Concrete planned actions include:

  • Carrying out information and awareness campaigns on the importance of involving young people in volunteering activities
  • Supporting organisations that offer volunteer internships for young people, with special attention for newly established ones
  • Supporting the involvement of young people with special needs in volunteering activities
  • Consolidation of partnerships at the local, regional, territorial level to support the mobility of volunteers.
  • Organization of information and counselling sessions on mobility opportunities and conditions
  • Developing and supporting youth volunteer networks.

In this context, the establishment of a national youth volunteering programme is under debate.

Ongoing debates 

A coalition of youth organisations and organisations working of volunteers of all ages prepares amendments to the Volunteering Law and a Strategy for Volunteering in Romania, with support from the Active Citizens Fund, supported by EEA Grants and Erasmus Plus.

The project of the Coalition for Volunteering is implemented by four organisations with experience in working with volunteers - Bethany Social Services Foundation, Community Support Foundation Bacau, Pro Vobis - National Resource Center for Volunteerism Romania and Cluj-Napoca Volunteer Centre. Through this project the coalition intends to resume the process of norming the law and to complete it with application methodology, relevant documents and set of forms. Citizens and NGO consultations on the existing needs are planned. The secondary legislative package obtained will be promoted among decision makers and will be submitted to the relevant ministries.
