Since volunteering in Bulgaria gains popularity, not only among young people but also in the society in general, as a way to make public contribution and to gain valuable experience, the need to regulate voluntary activities becomes more and more important. Therefore, several parliamentary groups in the National Assembly have drafted three bills on promotion of volunteering, which are currently subject to consideration and deliberations.

Taking into account that three bills on promotion of volunteering have been drafted by parliamentary groups in the National Assembly, the key issues that are currently discussed at political level are how to establish a clear and consistent government policy for promotion of volunteering, how to make volunteering activities more inclusive, what kind of regular and systematic data collection should be established in terms of the number of organised and unorgansed volunteers, number of volunteering organisers, and the effect of volunteering on different social fields, etc.
