1. Youth Policy Governance

1.1 Target population of youth policy

The current Youth Law defines 'young people' as persons no longer attending primary education or special schools (usually at the age of 12) who are younger than 30 years (Art. 3). This age group is the main target group of youth policy in Luxembourg, as far as the eight action fields on this Youth Wiki website are concerned.
However, with regard to other legislations, the law of 10 August 1992 on legal protection of children and young people (loi du 10 août 1992 relative à la protection de la jeunesse) addresses only minors; the labour legislation of 31 July 2006 (Code du Travail) defines youth as young people less than 18 years old, and the age group of adolescents as young people aged 15 years and less than 18. In other legislations the age group and the age range of young people is not explicitly mentioned.
