1. Youth Policy Governance

1.1 Target population of youth policy

The age range of young people is defined by the revised 2016 Youth Law (loi du 24 avril 2016 portant modification de la loi modifiée du 4 juillet 2008 sur la jeunesse) (Art. 3).
It defines 'young people' as persons no longer attending primary education or special schools (usually at the age of 12) who are younger than 30 years. This age group is the main target group of youth policy in Luxembourg, as far as the eight action fields on this Youth Wiki website are concerned.
However, with regard to other legislations, the law on legal protection of children and young people (loi du 10 août 1992 relative à la protection de la jeunesse) addresses only minors; the labour legislation (loi du 31 juillet 2006 portant introduction d'un Code du Travail) defines youth as young people less than 18 years old, and the age group of adolescents as young people aged 15 years and less than 18. In other legislations the age group and the age range of young people is not explicitly mentioned.
