Youth participation is a core principle of youth policy in Luxembourg and is closely linked to non-formal education and youth work. Participation is understood as a voluntary and inclusive process through which young people are encouraged to engage in society, develop social and civic competences and contribute to democratic life. Rather than being addressed through a single dedicated strategy, youth participation is promoted as a transversal objective across policy areas and is supported by a legal and institutional framework that encourages consultation, representation and dialogue at national and local levels.

This chapter outlines how youth participation is organised and implemented in Luxembourg. It presents the main opportunities for young people to participate in representative democracy, youth representation bodies and policy-making processes, as well as learning to participate through formal, non-formal and informal education. The chapter also highlights the role of key actors and institutions, the outcomes of participation processes and current debates on strengthening young people’s voice in decision-making.
