1. Youth Policy Governance

1.1 Target population of youth policy

Although there is no such thing as a definition of the concept for youth in the different documents belonging to the General Government Administration, the Youth Strategy 2020 (Estrategia Juventud 2020) considers that youth would include those between 15 and 29 years of age.

Regardless of this matter, some of the indicators developed in order to study youth would be related to those between 25 and 29 years of age (precisely the indicators linked to emancipation). The age gap of 25 and 29 years is used to study certain phenomenons related to youth but not the whole youth population that compromises the population between 15 to 29 years.
