In Spain, there is no single, uniform definition of “youth” across all documents of the General State Administración. The Youth Strategy 2030 (Estrategia Juventud 2030) established the age group of 15 to 29 as the general reference for youth policies.
However, the concept of youth is applied flexibly across different areas of the Strategy. For example:
- In education (Axis 1), the analysis begins with adolescents from the age of 12
- In housing or emancipation-oriented policies (under Axis 3 on Housing), there are initiatives that apply to young people up to 35 years old (e.g. aid for renting with option to purchase) in specific programmes.
- In rural policies, and particularly for subsidies linked to agricultural youth or “young farmers”, the European Union definition of “young farmer” (persons under 40 years) is applied (Axes 3, 4 and 7).
