Although there is no such thing as a definition of the concept for youth in the different documents belonging to the General Government Administration, the Youth Strategy 2030 (Estrategia Juventud 2030) considers that youth would include those between 15 and 29 years of age.

However, the concept of youth is diffuse, and can be seen in the different axes of the Strategy. In axis 1, which deals with education, the situation of adolescents from the age of 12 is analyzed. Axis 3, which deals with housing, is extended to 35 years of age. And in axes 3, 4 and 7, which deal with rural and research youth, the limit is raised to 40 years of age, in accordance with the European Union's concept of young farmer.
