In Croatia, promotion of entrepreneurship takes place through the organisation of international, regional, and local trade fairs of entrepreneurs and craftsmen. These events are organised under the jurisdiction of the Croatian Employers’ Association and Croatian Chamber of Trades and Crafts. Additionally, public institutions, such as certain ministries and agencies, participate through patronage.

Special events and activities

No public events or activities aimed at fostering the entrepreneurial culture of youth are organised or financed by the government or public resources.

The Strategy for Development of Social Entrepreneurship in the Republic of Croatia 2015-2020 supports the development of social entrepreneurship in Croatia. Its specific objectives are:

  • establishment and improvement of the legislative and institutional framework for the development of social entrepreneurship
  • establishment of a financial framework for the effective performance of social entrepreneurs
  • promoting the importance and role of social entrepreneurship through all forms of education
  • ensuring the visibility of the role and potential of social entrepreneurship in the Republic of Croatia and informing the general public about themes related to social entrepreneurship issues

Networks and partnerships

The Association of Small and Medium-Sized Entrepreneurs (ASMSE) is a part of the Croatian Employers' Association. The ASMSE was founded with the aim of promoting the rights and interests of its members. This includes areas such as the regulation of business conditions, relations with state authorities, engagement with trade unions, navigating labour as well as social and economic legislation, participating in collective bargaining and concluding collective agreements, addressing labour disputes, and handling other issues important for the economic and social standing of employers.

The ASMSE actively participates in drafting legislation and implementing activities and projects aimed at promoting the interests of small and medium-sized enterprises. Additionally, the ASMSE  provides opportunities for entrepreneurs to actively participate and engage in the decision-making process in social and economic matters.

Croatia has no general action plan for promoting entrepreneurship among youth or plan for supporting specific activities from partners like (national) youth organisations and employers. Networks and structures are primarily associated with fairs of young entrepreneurs at the local level, often organized through collaboration between the Croatian Employment Service and the local community.
