Forthcoming Policy Developments
The 12th Development Plan (2024-2028) and various strategic policy documents emphasize enhancing employment opportunities, supporting entrepreneurship, and integrating disadvantaged groups into the labor market. The government aims to increase youth and women’s participation in employment, strengthen vocational training programs, and expand initiatives supporting green and digital jobs.
Efforts to enhance the employment of people with disabilities in Türkiye continue, with new support mechanisms and workplace inclusion policies being developed. In addition to existing employment quotas, protected workplaces are being expanded to provide opportunities for individuals with mental, psychological, and physical disabilities. These initiatives have no fixed timeframe and remain a key focus area.
KOSGEB and other relevant institutions continue to explore new programs aimed at fostering youth entrepreneurship, particularly in technology-driven and high-growth sectors. Efforts are being made to increase accessibility to financial support, mentorship programs, and business incubation services for young entrepreneurs.
Additionally, discussions on public sector employment reforms remain ongoing, focusing on increasing transparency, efficiency, and merit-based recruitment while exploring flexible working models to improve workforce participation.
