Policy Framework

In Spain, the recognition of skills acquired through youth volunteering lacks a centralized national plan or official programme.

According to Article 24 Law 45/2015 on Volunteering, volunteering entities can issue certificates to volunteers, upon request  or at the end of their service.  These certificates should include personal details of the volunteer and the organisation, the dates of service, description of the tasks performed, and the location where the activities were carried out.

 

Existing arrangements

The Recognise Project (Proyecto Reconoce), initiated in 2014, is an online system aimed at accrediting competencies gained through volunteer work. It seeks to enhance youth employability by formally recognizing skills developed in non-formal education and volunteering contexts. The project is supported by organizations such as the Confederation of Don Bosco Youth Centers (Confederación de Centros Juveniles Don Bosco), the Didania FederationASDE Scouts de España and the Spanish Youth Institute (INJUVE). 

Additionally, some Spanish universities offer European Credit Transfer and Accumulation System (ECT) credits for volunteer activities.  For instance, the University of Alicante recognizes ECTS credits for students participating in approved volunteer programs, integrating volunteerism into the academic experience
