Forthcoming policy developments
Information provided by the Ministry of Culture and Innovation in 2026, highlighted the importance of participation in European youth policy discourses. In 2025, the Youth Work Convention – held under the Maltese Presidency of the Council of Europe – served as a high-level policy forum focusing on the future of youth work, its recognition, and its reinforcement across Europe. One of its key outcomes was the adoption of the Final Declaration, which reaffirmed member states' commitment to developing youth work systems and to integrating a stronger youth perspective into public policies.
Hungary, as an active member of the Council of Europe's Joint Council on Youth / Steering Committee for Youth, contributed to the development of the Final Declaration and to the elaboration of the Council of Europe Reference Framework on a Youth Perspective. The participation of the Hungarian delegation – including the young representative of the National Youth Council and the Deputy State Secretary responsible for Youth – ensured that Hungarian experiences and viewpoints were reflected in the European-level dialogue and reform process.
Besides these, the drafting of a new strategy for youth is in progress, and youth specialists have been involved in preparatory workshops.
